AETC Leaders in Attendance


Lt. Gen. Clark J. Quinn is the Commander, Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. He is responsible for the recruitment, training and education of Air and Space Force personnel. His command includes Air Force Accessions Center, two numbered air forces and Air University.

Brig. Gen. Christopher R. Amrhein serves as the Director of Operations and Communications, Headquarters Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. He is responsible for the world's largest training organization, providing initial skills, undergraduate flying, post graduate combat crew, and supplemental training for over 300,000 Air Force, joint and international personnel at 65 Air Force and Department of Defense locations.

Brig. Gen. Matthew A. Leard is the Director of Plans, Programs, Requirements and International Affairs, Headquarters Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. He is responsible for planning and programming a $7.6 billion annual budget, which supports 60,000 personnel who recruit, train, and educate U.S. Air Force Airmen and international partners across 22 installations.

Col John Balaconis is the Senior Advisor for Business Operations, Headquarters Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. He is responsible for working closely with industry and how their capabilities can support all the command’s requirements.
CMSgt Chloe L. Rainey-Fluellen is the Senior Enlisted Leader, Air Education and Training Command Headquarters.  She serves as the principal advisor to the Chief of Staff on the development and implementation of policy to 23 headquarter directorates, and the Chiefs of Special Staff across all functional specialties, directly supporting 1,200 military and civilian personnel in recruiting, training and education initiatives advancing force development objectives including resourcing and manpower allocations enhancing the readiness of the force.  

Dr. Wendy D. Walsh is the Chief Learning Officer, Air Education and Training Command, Joint Base San Antonio-Randolph, Texas.  In this role, Dr. Walsh is responsible for providing leadership support and technical direction to optimize force development outcomes; and enables a culture of learning. She is building a Total Force learning ecosystem to develop, share and refresh accessible, meaningful learning opportunities for mission impact.
Christine M. Covas-Smith is the Chief of the Enterprise Learning Engineering Center of Excellence (ELE CoE), Air Education and Training Command (AETC), Joint Base San Antonio, Randolph AFB. Dr. Covas-Smith is leading the implementation of Learning Engineering as a sense-making framework for USAF Force Development

G. James Herrera is the Chief, Legislative Affairs Office, Air Education and Training Command, Joint Base San Antonio, Randolph, Texas. As Chief of Legislative Affairs, he serves as the principal Legislative Liaison for the command, which includes a headquarters, eleven flying training wings, four technical training wings, a medical wing, Air University, two numbered Air Forces, and nationwide recruiting operations.
