Secretary of War Honors Top Recruiter's

Six Department of the Air Force (DAF) recruiting professionals were recognized for outstanding performance across the recruiting enterprise during fiscal year 2025 at a senior-level Department of War (DOW) event held at the Pentagon.

The Airmen were honored during a Secretary of War recognition event Dec. 18, 2025, which highlighted exceptional contributions to recruiting operations, applicant processing and enterprise-wide initiatives supporting the DAF’s mission to build and sustain a ready force.

During the event, the Secretary of War emphasized the importance of maintaining high recruiting standards and recognized the Airmen whose professionalism and dedication continue to strengthen the DOW and ensure a ready, capable force.

Selected as the outstanding recruiting professionals are:

Senior Master Sgt. James J. Chubb Jr., USAF, Air National Guard (ANG), Joint Base Andrews, Md. 

Master Sgt. Justin A. Schutz, USAF, 350th Recruiting Squadron, Langley Air Force Base, Va.

Master Sgt. Matthew T. Davis, USSF, Air Force Accessions Command, Joint Base San Antonio, Texas 

Master Sgt. Sae Y. Yang, USAF, 341st Recruiting Squadron, Houston, Texas

Tech. Sgt. Brittany N. Fralick, USAF, New Jersey ANG, Joint Base McGuire-Dix-Lakehurst, N.J.

Tech. Sgt. Kevin M. Burns, USAF, 317th Recruiting Squadron, Fort George G. Meade, Md.

In conjunction with the recognition ceremony, the honorees participated in the Recruiting Excellence Forum, a DOW–wide engagement that brought together senior leaders and top performers to share lessons learned and best practices across the recruiting enterprise.

“Representing the ANG alongside the other components and senior leaders was an honor,” said Tech. Sgt. Brittany Fralick.

The selectees shared perspectives based on operational experience, highlighting successful initiatives, identifying challenges and offering recommendations to strengthen recruiting and applicant processing efforts.

Fralick said the opportunity to exchange perspectives highlighted the importance of leadership alignment and cooperation, while giving senior leaders insight into the daily challenges faced in the field and the ability to pursue meaningful change.

The recognition event and forum provided an opportunity to highlight excellence across the recruiting enterprise while reinforcing the critical role recruiters play in shaping the future force. 

Through shared experience and collaboration, the honorees contributed to ongoing efforts to refine recruiting practices and enhance the applicant experience across the DAF.
