KENNETH I. PERCELL

Kenneth I. Percell, a member of the Senior Executive Service, is Director of Engineering and Air Force Smart Operations 21 Adviser at the Warner Robins Air Logistics Center, Robins Air Force Base, Ga. He is responsible for more than 1,800 military and civilian personnel, predominately professional engineers and scientists. As the senior engineering manager for the ALC, he provides executive leadership, technical direction, and engineering and scientist resources to support weapon systems including F-15, C-5, C-17, C-130, U-2, Global Hawk, Predator, special operations forces, missiles, ground support equipment, ground vehicles, electronic warfare, airborne avionics and others. As the AFSO 21 Adviser, Mr. Percell leads the center's implementation of AFSO 21 continuous improvement initiatives including Lean, Six Sigma, Theory of Constraints, and Business Process Reengineering for all business processes within the wings and staff.

Mr. Percell graduated from the University of California, Davis, with degrees in electrical engineering and computer science. He began his civilian Air Force career as a software engineer at the Sacramento ALC, McClellan AFB, Calif., in 1975. Appointed to the Senior Executive Service in 1995, Mr. Percell has also held assignments at the Ogden ALC, Hill AFB, Utah, and at Headquarters Air Force Materiel Command, Wright-Patterson AFB, Ohio. He relocated to the Warner Robins ALC in 2005 where he served as the 402nd Maintenance Wing Director, then Executive Director before assuming his current duties.
