KARL C. BIRD

Karl C. Bird, a member of the Senior Executive Service, is Director of Contracting, Space and Missile Systems Center, Los Angeles Air Force Base, Calif. He advises the command's Program Executive Officer for Space Programs on acquisition strategy, contracting processes, and acquisition reform and streamlining. Mr. Bird is responsible for more than 600 contracts valued at more than $58 billion. He is responsible for the career development and training of more than 215 military and civilian business and contracting professionals.

Mr. Bird entered federal service in 1968 at the Red River Army Depot as a logistics management intern. His contracting career began in 1974 with his assignment as a procurement agent to the depot's Purchasing and Contracting Division. He subsequently served as procuring contracting officer with the Naval Weapons Center, Marine Corps Logistics Base and Aeronautical Systems Center. In 1981, Mr. Bird was promoted to senior staff analyst in the Contract Maintenance Center, Air Force Logistics Command. He has also served as Headquarters AFLC's Chief of the Resources and Analysis and Contract Policy divisions.

In 1987, Mr. Bird was selected as Deputy Director of Contracting and Production at the Defense Electronics Supply Center with a buying staff of more than 550 contracting personnel. He returned to AFLC two years later as Director of Operational Contracting, Quality and Contract Management, and went on to become Chief of Contracting Information Technology, leading the development of command-wide contracting systems, electronic contracting and use of the World Wide Web. While attending the Industrial College of the Armed Forces, he was a member of the Space Industry Study and completed the Senior Acquisition Course. Prior to his current position, Mr. Bird served as Deputy Chief, Alternate Dispute Resolution Division, and senior trial attorney, Contract Dispute Resolution Directorate at Wright-Patterson AFB, Ohio.
