DR. CLARENCE E. "CEM" MAXWELL

Dr. Clarence E. "CEM" Maxwell, a member of the Senior Executive Service, is Deputy Director, San Antonio Joint Program Office, Headquarters Air Education and Training Command, Randolph AFB, Texas. He is responsible for assisting the director in the execution of the 2005 Base Realignment And Closure Commission Business Plan for the San Antonio area.

Dr. Maxwell graduated from Texas A&M University with a degree in architecture in 1970. He served in the U.S. Army from 1970 until 1997, retiring as Commandant and Dean of the Army Medical Department Center and School at Fort Sam Houston, Texas. He entered civil service in January 2003. Prior to his current assignment, Dr. Maxwell was the Assistant Chief of Staff for Transformation and Facilities Management for the U.S. Army, Great Plains Regional Medical Command, Fort Sam Houston. He is a licensed architect.
