MAJOR GENERAL JAMES F. MARTIN JR.

Maj. Gen. James F. Martin, is Deputy Assistant Secretary for Budget, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, the Pentagon, Washington, D.C. General Martin is responsible for planning and directing the formulation of the Air Force's budgets totaling more than $119 billion annually. He leads a staff of military and civilian financial managers who develop, integrate, justify and defend Air Force resource requests to the Office of the Secretary of Defense, the Office of Management and Budget, and Congress. He manages and executes funding that supports military operations and Air Force priorities at the direction of the Secretary of Defense and Congress.

General Martin was born and raised in Caruthersville, Mo. He attended Mississippi State University and was commissioned through the ROTC program. He has held numerous financial management positions including Air Staff budget analyst; Chief of Financial Analysis, Air Force Space Command; and Director of Financial Management and Comptroller for Pacific Air Forces. He has also served as the PACAF Director of Staff and the Director, Budget Programs and Integration, Deputy Assistant Secretary for Budget, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. General Martin has commanded the 31st Comptroller Squadron, Aviano Air Base, Italy, and 354th Mission Support Group, Eielson AFB, Alaska. Prior to this assignment, he was the Director, Budget Operations and Personnel Directorate, Office of the Assistant Secretary for Budget, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, the Pentagon, Washington, D.C.
