CARL S. WOLF

Carl S. Wolf, a Senior Level executive, is Technical Director of the Air Force Rapid Capabilities Office, Office of the Administrative Assistant to the Secretary of the Air Force, Washington, D.C. He provides technical oversight, advice and guidance for selected study, development and fielding activities. These activities are tasked directly by the Under Secretary of Defense for Acquisition, Technology and Logistics; the Secretary of the Air Force; and the Chief of Staff of the Air Force. The Air Force Rapid Capabilities Office is responsible for the development and deployment of significant upgrades to the Integrated Air Defense System now operational around the National Capital Region. Other responsibilities include technical integration of Department of Defense classified activities, and consults on these activities to Headquarters U.S. Air Force, the Office of the Secretary of Defense, Congress and the White House.

Mr. Wolf was commissioned in 1977 through the Air Force ROTC program. His acquisition career includes flight test, foreign intelligence assessment and program management assignments. He conducted all weather evaluations and subsystem development test on the F-16A/B, A-10A, air launched cruise missile, and F-15C conformal fuel tanks and structural upgrades. Upon graduation from Test Pilot School in 1984 he directed transition of critical stealth capabilities from developmental to operational at the squadron, group and wing levels for the F-117A and B-2A. In 1990 he transitioned from active duty to the Reserve where he ultimately was assigned as the individual mobilization augmentee to the Director, Special Programs, Assistant Secretary of the Air Force (Acquisition), Washington, D.C. He retired from the Reserve in 2007 after a 30-year career.

Mr. Wolf held various positions within Naval Air Systems Command from 1991 to 2010. He identified key technologies needed to improve supportability of low observable aircraft and helped establish the Joint Working Group for Low Observables. He spent four years with the F-35 Program where he served as the Survivability Integrated Product Team Lead. Mr. Wolf became Program Manager for the Advanced Capabilities Office in 2000, directing the development of classified systems for inclusion in a variety of Navy platforms. He was appointed a Senior Level executive in 2010.
