EVAN J. "HOOPS" HOAPILI

Evan J. "Hoops" Hoapili, a member of the Senior Executive Service, is the Associate Director, Capability and Resource Integration, United States Strategic Command, Offutt Air Force Base, Nebraska. He is responsible for conducting force management and analysis to include integrating, coordinating, prioritizing and advocating USSTRATCOM future concepts, mission capability needs, weapons system development, support for emerging technologies and command and control architecture across the mission areas. He is also responsible for the articulation and development of all command requirement processes to ensure USSTRATCOM has the tools to accomplish its mission, and ensures appropriate decision support tools and assessment processes are in place to enhance operational capabilities. The directorate includes comptroller support, concepts and experimentation and force assessments.

Mr. Hoapili was commissioned in 1981 as a distinguished graduate of the University of Colorado ROTC program. He served in a variety of combat crew positions in the Minuteman II (Modernized) ICBM system. His staff assignments include five tours serving in special staff groups for the Secretary of the Air Force, Chief of Staff of the Air Force, Commander of U.S. Space Command, Commander of Strategic Air Command, and Commander of Air Force Space Command. Mr. Hoapili's last staff assignment was Chief, Space Superiority Division in the Directorate of Programs at the Air Staff where he was responsible for the Program Objective Memorandum for all Air Force space and missile programs. His command assignments include three tours as Commander, 1st Space Operations Squadron; Commander, 91st Operations Group; and Commander, 90th Space Wing. In this position, he directed the wing's operations and maintenance, including 150 Minuteman III and 50 Peacekeeper intercontinental ballistic missiles deployed over a three-state, 12,600 square mile area as well as the security and upkeep of the Air Force's oldest continuously active base.

As a civil servant, he served as Chief of Staff, Air Force Nuclear Weapons Center where he exercised executive management authority on behalf of the commander to ensure the efficient operation of the Air Force's Single Nuclear Sustainment Authority.
