Brigadier General Constance H. Young

Brig. Gen. Constance H. Young serves as the Commander, Air Force Installation Contracting Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. She leads more than 800+ operational acquisition professionals responsible for a $96 billion contract portfolio. She directs operational contracting efforts for the Air Force and oversees $9.1 billion in annual obligations in mission and installation requirements. Her contracting authority extends worldwide across AFICC in support of nine major commands, 82 units and the U.S. Air Force Academy. Additionally, she is designated as the Commander of a Joint Theater Support Contracting Command upon activation.

Brig. Gen. Young commissioned in 1996 from Air Force ROTC as a distinguished graduate from Tuskegee University, Alabama. She led multiple joint service teams worldwide supporting Special Operations Forces and Homeland Defense as well as multi-national teams across 12 Indo-Pacific countries, overseeing air operations, contract administration, quality assurance and engineering efforts. She commanded five times, was an executive officer, program manager and led teams in Afghanistan twice for the Army, and NATO.

Prior to her current assignment, Brig. Gen. Young served as the Executive Action Group Director for the Secretary of the Air Force and the Chief of Staff of the Air Force. In that capacity, she led the teams entrusted with strategic communication and engagement, formulating innovative ideas, policies and concepts applicable across all Air Force and joint operational matters.
